It was the deadliest suicide car bombing in Kabul since the American-led invasion of Afghanistan ousted the Taliban in 2001. It comes as Afghan and Western officials have noted with alarm both the weakness of the government of President Hamid Karzai and the growing strength of Pakistani militants in the tribal areas bordering Afghanistan.

Among 6 F8 X8 h* J1 f3 ]2 B! P9 y9 k0 Kthe victims of the attack, the first in seven years on an embassy in+ B, U- m- D- F Kabul, were at least four Indian citizens: the Indian defense attaché, : C$ @) b" ~7 n; v9 Va political counselor and two other Indian officials. Six Afghan police ; G" r5 c% h1 [0 M2 Y$ Xofficers were also killed. Many of the rest appeared to be civilians.

The8 u- R* O) M+ X# X0 ~' B: T; k fact that the Indian Embassy was attacked raised suspicions among& z& D5 b1 G4 y/ }- B Afghan officials that Pakistani operatives allied with the Taliban had . V* r+ k5 s( n" X; tused the bombing to pursue Pakistan’s long power struggle with India.

India said it would investigate what the Indian Foreign Ministry called “this cowardly terrorist attack.”

Afghan and Western officials have said a recent spate of sophisticated, deadly attacks shows the growing influence of Al Qaeda 1 G& Y; n! R2 R+ v# R: g& D2 sand other foreign terrorists over Pakistani militants in the tribal " }$ ^' R( e# m2 aareas, and possibly alliances between them. Part of the insurgent & ]2 _$ O' ~" J/ B# {( X% ystrategy has been to carry out suicide bomb attacks in the cities.

0 J4 `* v: a$ u3 u5 JSuicide bombers attacked the five-star Serena Hotel in Kabul in January & A/ @4 {# {& D% }and mounted an elaborate assassination attempt on Mr. Karzai during a # Z" I# r! A6 Z* d% }military parade in April, an attack that Afghan intelligence linked & d: A; a% v0 v! ]- ~: f" y7 Pdirectly to Pakistan’s premier intelligence agency, Inter-Services Intelligence.

Pakistani/ L# L( D' R5 S9 `& e7 [ intelligence has long supported militant groups fighting in Kashmir and / T% o% ~$ y2 z# d# k ?Afghanistan as a means to influence regions on its borders and, - M& C% M# G2 [9 g# ^5 f. z) laccording to some Western diplomats and military officials, it % r5 P4 f: R, J h; U8 E3 Imaintains those links today, including with some elements of the% {0 Y k" P9 ]0 Z0 _ Taliban. While Pakistani militants with links to the Taliban have2 q! E7 P( c/ k, A5 A bolstered their strength in the border areas, the Taliban in ! R+ a( F# R, d# sAfghanistan have clashed with international troops in the worst summer - l- G' P. s2 v: B1 S- Dfighting since the Taliban fell seven years ago. The Taliban have 9 a* M& b# H6 Presurfaced strongly in the southern and eastern parts of the country.

In0 ?' B, P b0 u; d0 `8 u, d a statement on Monday, Mr. Karzai said the “enemies of peace in) K& _* p0 L e( D Afghanistan” wanted to hurt Kabul’s international relationships,! _# z* L9 L' O' r Z7 H “particularly with India.”

“Such attacks will not hamper Afghanistan’s relations with other nations,” he said.

The % g( l4 K5 k0 l3 k& H1 C7 i$ T5 lIndian Embassy is on a leafy thoroughfare close to the Afghan Interior / G/ [( |6 s# r4 c2 fMinistry, in what is supposed to be one of the best-guarded# w3 g& }9 k m' j- p( i7 L/ ~ neighborhoods of the city, protected by police roadblocks. But the' h0 o7 i, ?. s9 i bomber managed to get through, and rammed a car laden with explosives ' Z" K! v* u/ o2 `& m6 tinto the embassy gates.

Witnesses said the bomber struck as two+ I# j6 {0 n" |& j4 a- ~ diplomatic vehicles were approaching the gates. Nearby, people were% ^- G6 u! F) U; d [ standing in line for visas and shopping in a market. The explosion left 1 _, K" f) t, v% s5 g4 f3 w2 Cbody parts and bloodstained clothing strewn in the rubble. Ambulance5 O, r( Q+ J2 Y- z4 l4 ]$ z: I sirens wailed as residents peered at the wreckage of a dozen vehicles.

Hajji / d. ^- C" s y: z% L# `# k' LKhial Muhammad, 45, one of those in line for an Indian visa, said he9 ~4 ]; [6 q3 k* h7 N. b saw more than a dozen people who appeared to be dead. “I was shocked 7 D4 K7 e. `5 [7 _+ N! Nand could not hear anything after the attack,” he said. “But I saw at2 U3 K: P) n' v2 Q% U least 10 men and three women in the queue who were probably killed.”

Muhammad 2 T7 i1 S4 H( B0 `5 r% T4 c0 y; ~Ajmal, 26, a shopkeeper in the market, said the explosion had sent* Q; O' s# L, W9 R* M3 Y2 n goods from his shelves spilling out. “I could barely stand up,” he ( Q% T% v" O/ \7 L# M, W% rsaid.

A spokesman for the Taliban, Zabiullah Mujahed, denied- S$ P/ |! L/ P, I! l responsibility. “The suicide bomb attack was not carried out by: B9 R$ Y% p' W Taliban,” he said by telephone. “We strongly reject that accusation. We / H6 G* P5 M+ n6 [6 L+ ]don’t know who carried it out.”

The Taliban frequently disavow knowledge of attacks that cause heavy civilian casualties.

Pakistani: ] x; t$ v8 K0 X+ Y9 e1 u intelligence, which regards Afghanistan as its backyard, fiercely" D2 F' }$ j) V resents India’s growing influence here, Afghan officials said. The* e1 u% j! D% |8 t Afghan Interior Ministry said it believed that the attack was carried & d5 z- I$ w: P) E: g, iout in collaboration with “an active intelligence service in the# z( {. ~. Y9 B M1 P4 c2 F region.”

The ministry did not elaborate on the identity of that* f9 n4 Y' S' B9 B- f( f* x$ f% E service. But relations between Afghanistan and Pakistan have become so$ p; h' O; V, F6 \7 D, ~ strained after a series of attacks that Mr. Karzai has threatened to " h7 y8 E3 \2 R# x) y! d7 lsend troops across the border to attack militants operating from bases) l6 ` |" o& Y in Pakistan.

India, meanwhile, is a close ally of Afghanistan. It" k' f$ i* X/ n1 i# T is spending $750 million on building roads and power lines here in what8 Z7 C$ ?* o+ v. n# ]" ^ has become India’s biggest bilateral aid program ever. It has opened' M; z' |. o0 `1 c consulates in several parts of the country and promoted initiatives to- X; e8 O: _( \: a6 U offer scholarships for Afghan students, while Afghan television has' J! S" P) ^/ \: B# p" G shown Indian soap operas.

But there have been some challenges$ M5 c7 x: R4 n- `3 D1 i, V; Z to India’s influence. Several Indian workers have been killed in recent + ~% H+ w4 W, J) a e- amonths, and Indian television shows have been restricted because of , `( C5 u( h8 ]* j4 ?8 \0 u1 F6 greligious objections. Senior Indian Foreign Ministry officials have * h* s* H! R) g& Nsaid for months that they were worried about the safety of Indian 0 j" h* {1 a5 p! Xpersonnel in Afghanistan.
